METODE ALTERNATIF PERHITUNGAN GROSS TONASE KAPAL IKAN, STUDI KASUS ARMADA PERIKANAN PROPINSI JAWA TENGAH

Abstract


The issues of ship tonnage has been a hot topic since the 14th century. Although on 1989, Indonesian government has issued the Presidential Decree on the Ratification of the 1969 International Convention on Tonnage Measurement of Ships; tonnage marking down of fishing vessel has been happening today. It has been reported that due to the marking down of the tonnage of fishing vessels, also supported by other problems, the average of non-tax state revenue (PNBP) of fishery sector in 2008-2013 was only 0.23% of the total production value. Recognizing that 92% of the national fishery fleet is traditionally wooden constructed, a simpler tonnage measurement expectedly can limit the fraud of fishing vessel tonnage. Thus, the non-tax state revenue of fisheries sector can be fairly collected. The study shows that the GT of Central Java Province’s fleet can be calculated as 0,003*Loa3, with the average deviation of 1.8-1.9% of the GT of  re-measurement results made by the Government
